The second chapter deals with the requirements for adopting and using zoning and planning tools, the scope of and limitations on regulatory authority, and the procedures involved in zoning reviews and appeals. It includes defenses to takings and zoning vocabulary. The third chapter describes the legal tools that are available to cities and counties, subdividers, and developers and takes a practical approach to drafting a declaration of subdivision restrictions and home association declarations. Sample forms of each are included. The final chapter covers annexation law and procedures.
