21st Judicial Circuit


Amanda B. McNelley serves as Circuit Judge in St. Louis County.  She was appointed by Governor Michael Parson in November, 2019 as an Associate Circuit Judge and then elevated to Circuit Court in November, 2024.  Judge McNelley’s judicial assignments have included associate civil and criminal, family court, juvenile and delinquency matters and domestic violence.  McNelley graduated from Saint Louis University in 1998 and Washburn University School of Law in 2002.  Prior to her appointment, McNelley was the Family Law Team Leader at Sandberg Phoenix in St. Louis.  McNelley serves on the St. Louis County Domestic Violence Council and is a Member of the Supreme Court of Missouri Combatting Human Trafficking and Domestic Violence Commission.  Judge McNelley loves legos, Indiana Fever basketball and pickleball!
