David Lillesand is founding partner of Lillesand, Wolasky & Hitchcock, P.L., with offices in the Tampa Bay area and in Miami, Florida. He has been lead counsel in over 3,500 Social Security/SSI ALJ hearings, triggering Medicare and Medicaid eligibility, and appeals before the SSA Appeals Council in Falls Church, Virginia, U.S. District Courts and the U.S. Court of Appeals for the Eleventh Circuit In Atlanta. David is a graduate of the University of Minnesota and the University of Wisconsin Law School, and studied European social welfare systems in summer, 2012, at the University of Oslo in Norway. He frequently lectures nationally for the American Bar Association, NAELA, NOSSCR, and annually for the Academy of Special Needs Planners (ASNP) in the areas of Social Security and SSI disability claims, creating SSI financial eligibility through the creation and administration of Special Needs Trusts, ABLE accounts and other spend down alternatives. He is primary author of the 100-page Special Needs Trusts chapter in the Florida Bar-Lexis/Nexus publication, Administration of Trusts in Florida (2019), and a contributing author of Structured Settlements and Periodic Payment Judgments, Law Journal Press (2018). His analysis of the impact of Obamacare on SSA disability claims and Special Needs Law was published in Forbes.com. David is trilingual, speaking English, Spanish, and POMS (the SSA Claims Staff Manual) and to his wife’s amazement, has learned how to fluently read IKEA.
