Judge Hess was appointed to the Missouri Court of Appeals, Eastern District, in November 2013. He served as chief judge in 2016-2017. He served as a special judge on the Supreme Court of Missouri in November 2016.

Judge Hess served on The Missouri Bar Task Force on the Future of the Profession in 2015-2017 and on the Joint Commission on Women in the Profession from 2017-2019.

Prior to his appointment to the bench, Judge Hess was a principal in the law firm of Larsen & Hess PC. He was inducted a fellow in the College of Workers' Compensation Lawyers in 2009. He represented employees for 30 years.

Judge Hess is past president of the Missouri Association of Trial Attorneys.

Judge Hess earned his Juris Doctor from University of Missouri–Columbia, and he received his undergraduate degree in economics and philosophy at Rockhurst University .
