Presented by MoBarCLE and the Missouri Association of Criminal Defense Lawyers, the Annual Bernard Edelman DWI Law & Science Seminar provides lawyers with the opportunity to learn from national experts and even better understand the science behind the practice of DWI law.
This seminar covers everything from the essentials new lawyers need to win their first DWI case to the advanced techniques and case law updates required to keep veteran practitioners at the top of their game. Designed for the entire firm, the Annual Bernard Edelman DWI Law & Science Seminar also features a Bootcamp for Lawyers and Paralegals on the last day of the conference.
After starting her career in criminal defense, specializing in DWIs, Megan began practicing employment defense at a prominent labor firm. There she specialized in training businesses on handling employment disputes. Megan now practices civil litigation and entrepreneurial support, where she trains entrepreneurs on successfully managing their employees and businesses.

A native of Chillicothe, Missouri, Judge Chapman earned his Bachelor of Science degree from Westminster College in 1988. Judge Chapman received his J.D. at the University of Virginia School of Law in 1991; and received his LLM in Taxation, from U.M.K.C. School of Law in 1995.
After graduating from law school, Judge Chapman practiced law in Chillicothe for 19 years before being elected in 2010 as circuit judge for the 43rd Judicial Circuit, Division 1. He was reelected in 2012, and then served as the 43rd Circuit Presiding Judge through 2018. In 2018, he was appointed by Governor Michael Parson to the Missouri Court of Appeals, Western District, and was retained in that position in 2020.
Chapman and his wife, Lindy, continue to reside in Chillicothe, Missouri. Their eldest daughter, Claire Wright, M.D., is a Captain in the Air Force. Their son, Wagner Chapman, is a product developer at Amazon and resides in Seattle, Washington. Their youngest, Callaway Chapman, recently graduated from Miami University of Oxford, Ohio; and is currently attending Washington University School of Law.
Focusing her practice on DWI law, Denise Childress has become a sought-after instructor in this field. She has trained officers at both the St. Louis Police Academy and the Missouri State Highway Patrol Academy. She co-founded The Missouri DWI Institute, LLC, with a mission to educate Missouri's lawyers, judges, and law enforcement. She coordinates national DWI defense seminars as part of DUIDLA, training lawyers and judges across the country in places like Denver and Chicago. Denise hung out her own shingle, Childress Legal, in 2019 after working for and then partnering with Carl Ward. She is a trial attorney, representing clients in over 41 Missouri counties. Denise is proud to be hired by other lawyers to try their clients' DWI cases.
Denise is the immediate past president of the St. Charles County Bar Association, where she remains as en banc-bar liaison and social chair. She has been proudly awarded the Women's Justice Award for General Practitioner, Missouri Lawyers Weekly, 2020; President's Award for Distinguished Service, Missouri Association of Criminal Defense Lawyers, 2019; and Up & Coming Law Firm Leader Award, Missouri Lawyers Weekly, 2016.
Timothy R. Cisar was born in San Antonio, Texas. He graduated from the University of Notre Dame, where he received his B.A. in 1979. Tim graduated from St. Louis University School of Law in 1983, and was admitted to the bar the same year. He served as Municipal Judge in Lake Ozark, Missouri from 1985-89, and in Eldon, Missouri from 2003 to 2013.
He is a member of the Bar Association of Metropolitan St. Louis, the Camden County Bar Association (Treasurer, 1984-85) and 26th Judicial Circuit (Miller County Representative) Bar Association; National College for DUI Defense; The Missouri Bar; Missouri Association of Criminal Defense Lawyers (Board of Directors, 1996-00; Treasurer 2001; Secretary 2002; Vice-President, 2003); National Association of Criminal Defense Lawyers; President of the Missouri Association of Criminal Defense Lawyers for 2004-05. He successfully completed the DWI Detection and Standardized Field Sobriety Testing Program put forth by the National Highway and Traffic Safety Administration on September 8-10, 2011.
John M. Eccher is a criminal defense and civil plaintiff trial attorney, with the majorities of his criminal practice in the area of DWI defense and his civil practice in the areas of employment and civil rights litigation.
Ben Faber is a criminal defense lawyer based in his hometown of Columbia, Missouri.
Judge Zel Fischer was born in Hamburg, Iowa and grew up in the small town of Watson, Missouri. He was educated in Rock Port public schools, and attended William Jewell College, in Liberty, MO. He went on to graduate from the University of Missouri–Kansas City School of Law with distinction in 1988.
Judge Fischer was admitted to The Missouri Bar in 1988 and served one year as law clerk for the Honorable Andrew Jackson Higgins of the Supreme Court of Missouri. From there, he practiced law in Kansas City, engaged in a solo law practice in northwest Missouri, and in November 2006, he was elected associate circuit judge for Atchison County. Judge Fischer served in that capacity until his appointment to the Supreme Court of Missouri in October 2008. He served as chief justice from July 2017–June 2019, receiving the Theodore McMillian Judicial Excellence Award from the Missouri Bar in 2019.
Judge Fischer is the President of The National Courts and Science Institute (NCSI), which is a not-for-profit organization dedicated to training judges in science, and also serves as a member on the National Advisory Board for the University of North Carolina Bryson Center for Judicial Science Education.
Judge Fischer is an active member of his church and community.
Judge Fischer has been married to Julie Fischer, his wife of 36 years. They have four children, and four grandchildren.
Matt Fry is one of Missouri’s top DWI attorneys. He has successfully defended every type of DWI case, including assault, manslaughter, and felony murder. There is no DWI fact pattern Matt has not seen. Outside of DWI offense, Matt is passionate about teaching Trial Advocacy II at SLU Law and running his non-profit, St. Louis Impact.
I am a case manager by definition, but a helper by action. It is easy to get lost in the intimidating world of the criminal justice system and I pride myself in being a beacon of guidance to provide comfort and understanding to the unknown.
Travis Jones has been an instructor in the law enforcement field for the last 22 years. He has taught in DWI Enforcement and traffic safety related topics. He received a bachelor’s degree and Master of Science degree from Lindenwood University. He is a court recognized expert in the field of drug impairment, alcohol impairment, breath testing for alcohol, radar, and accident reconstruction. Travis is currently the owner of TBJ LLC which conducts training, case reviews, and expert testimony.
Spent 16 years working as a prosecutor. Served as an assistant prosecutor, juvenile attorney, and municipal prosecutor prior to being elected as the Warren County Prosecuting Attorney. Brian M. Lutmer is the laboratory manager for the Missouri State Public Health Laboratory’s Breath Alcohol Program. He holds a BS in Chemistry from Georgia Tech. Brian’s duties include rule promulgation, expert testimony, law enforcement and attorney training, and research.
Travis Noble concentrates in the areas of DWI, federal and state drug charges and other felonies. He served as a police officer from 1985 until 1990 and a narcotics agent from 1990 until 1995. He has instructed in the areas of Narcotics Investigations, Forensics, Criminal Investigations, Police K-9, Standardized Field Sobriety Testing and DWI Investigations. As a result of ten years in law enforcement, he brings a unique outlook and background in the defense of persons charged with crimes. In addition to trying cases throughout the State of Missouri, he has represented defendants in both federal and state courts throughout the United States.
Megan Oliver, a Fulton native, discovered her passion for criminal defense during an internship with the Missouri State Public Defender’s Office. She graduated from the University of Missouri — Kansas City School of Law and now works at the Missouri DWI & Criminal Law Center, handling various DWI cases.
In addition to providing outstanding DUI defense for clients in Illinois and Missouri, attorney Michael E. Reid is frequently called upon for speaking engagements, educational instruction and expert consulting with regard to DUI law, field sobriety testing, and chemical testing.
As an educator and respected professional in DUI defense, he has written guidebooks for other DUI attorneys in Illinois and Missouri.
Edward Rolwes has represented attorneys and law firms in hundreds of legal malpractice and ethics related matters for over 20 years. He is a graduate of Notre Dame law school, a former partner at the Hinshaw Chicago based law firm where he specialized in representing lawyers in state and federal malpractice suits, as well as attorney discipline matters. Mr. Rolwes is also a former adjunct professor of law at St. Louis University, where he taught professional liability law, and he continues to represent lawyers and law firms through his current firm based in St. Louis.
Fawzy Simon graduated from UMKC Law in 2008 (Go Roos!). He's a five-year vet of the Public Defender, spent five years working for a firm and has been a solo for five years. He's also past-president of MACDL and a member of the Supreme Court's Task Force for Criminal Justice. He and his wife live and work here at the Lake of the Ozarks.
Joseph P. St. Louis, Regent of the National College for DUI Defense, and past president of Arizona Attorneys for Criminal Justice, is a certified specialist in both criminal and DUI defense, has an AV Preeminent Martindale-Hubbell rating, and is listed in Woodward/White’s Best Lawyers in America and SuperLawyers' Best Lawyers.
Hon. Gary Witt was appointed to the Missouri Court of Appeals, Western District, in 2010. He was elected as chief judge for a two year term that began July 1, 2022. He received the Appellate Judicial Excellence Award in 2020. He was previously an associate circuit judge in Platte County from 1998 - 2010.
Before his judicial service, Judge Witt served as a state representative from 1991-1996. He was a shareholder with Witt, Hicklin & Witt, PC in Platte City.
Judge Witt earned his undergraduate degree from William Jewell College and his Juris Doctor from University of Missouri-Columbia.
