Commissioner Philip Prewitt was born and raised in Moberly. He graduated from Washington University in St. Louis in 1989 with a degree in Political Science and in 1992 with his law degree. At his law school graduation he was honored to be inducted into The Order of Barristers, a national honor society for law students who demonstrate exceptional skill in trial advocacy.

He was commissioned as a Second Lieutenant in the United States Army Reserves in 1989 after receiving his undergraduate degree.
