Bob Bailey is a 1968 graduate of Marist College and a 1979 graduate of the University of Missouri - Columbia School of Law.  After graduation, he commenced his career with the University of Missouri School of Law. In 1983, Bailey became the City of Columbia’s Municipal Judge and served for four years.  In 1987, Bailey returned full time to the law school as the Assistant Dean and Senior Fellow. Bob is a Vice President of the National Academy of Arbitrators and has an active labor and sports arbitration practice. Bailey is also a Commissioner for the National Conference of Commissioners on Uniformed State Laws (NCCUSL) and on the Uniform Athlete Agent Act and the Veterans Court Act drafting committees.  He is actively involved in campus committee work and chairs the mid-month Institutional Review Board (IRB).  Bailey has a long history of community services and presently chairs the Boone County Family Resources, an agency providing services to 1,300 developmentally disabled citizens.  He has also chaired the Family Health Center, the Central Missouri Food Bank, and the Regional Aids Inter-Faith Network (RAIN).  He served as the Director the Law School’s nationally renowned Center for Dispute Resolution from 2005-2013.  Bailey teaches Arbitration, a Lawyering Seminar, a first year Lawyering class, and a Freshman Interest Group (FIG).  Bob is married to Sharon, and they have two daughters and four grandchildren.

Hon. Margaret Donnelly was appointed circuit judge in August, 2016, by Gov. Jeremiah W. "Jay" Nixon. She was a St. Louis County Family Court commissioner from 2013 until her appointment as circuit judge.

Judge Donnelly holds Bachelor of Science and Master of Social Work degrees from Saint Louis University and graduated cum laude from Saint Louis University School of Law in 1988. From 1988 to 2009, she was engaged in the private practice of law. She served in the Missouri Legislature as a state representative for District 73 from 2003 to 2009 and was the Director of the Missouri Department of Health and Senior Services from 2009 to 2012.

Judge Donnelly has been honored for service by the Missouri Judicial Conference and Legal Services of Eastern Missouri. She received the Women's Justice Citizenship Award, St. Louis Children's Hospital Advocate of the Year award, and Paraquad Disability Rights Legislative Leadership Award.  She is a member of the Missouri Bar, St. Louis County Bar Association, Bar Association of Metropolitan St. Louis, Women Lawyers' Association and Mound City Bar Association.

Susan K. Eckles is the Managing Attorney of Missouri Protection & Advocacy Services (“Mo P&A”), where she oversees ten staff attorneys statewide.  Mo P&A, part of the National Disability Rights Network, is the state-designated, federally mandated and funded, non-profit protection and advocacy system for people with disabilities in the State of Missouri.  Areas of practice include guardianship, benefits appeals, education, ADA and Section 504 issues, Olmstead issues, supported decision making, and housing and employment discrimination. 

A native Nebraskan, Susan graduated from the University of Nebraska-Lincoln in 1985 with a dual degree in history and political science.  After graduating from Washington University in St. Louis School of Law, Susan spent 12 years with the Missouri State Public Defender in appellate and trial practice in St. Louis, followed by 3 years in private civil appellate and litigation practice, before joining Mo P&A as Managing Attorney in July 2007. 

Susan’s work with Mo P&A includes serving as Mo P&A's representative on the Missouri DD Council since 2008, where she serves on the Home and Community Living, and Employment and Transportation Committees; co-developing the 2008-2010 statewide guardianship  demonstration project with the DD Council and UCEDD, to identify best practices and systemic guardianship issues throughout the state; and co-developing and serving on the MO WINGS guardianship reform task force, which developed proposed legislation resulting in the 2018 updates to the state guardianship code.  Susan continues to be involved with MO WINGS, as well as a Supported Decision Making statewide consortium. As of 2020, Susan also serves on several different workgroups addressing the COVID-19 pandemic.

In her spare time, Susan serves on the Advisory Board for Miracle Horse Rescue & Sanctuary, gardens, works on animal welfare and rescue issues, and participates in civic engagement.

He previously served as senior counsel with Alliance Defending Freedom at its Kansas City Regional Service Center. While at ADF, he was counsel for the Town of Greece, New York in the landmark case Galloway v. Greece. Joel argued the case before the United States District Court for the Western District of New York and the Second Circuit, and was part of the legal team presenting the case to the U.S. Supreme Court where they successfully defended the Town against a challenge to its practice of opening its sessions with an invocation.

Oster regularly litigates First Amendment issues. As lead counsel in Freedom from Religion Foundation v. Obama, Oster skillfully defended the constitutionality of the National Day of Prayer against an Establishment Clause challenge. Before the U.S. Court of Appeals for the 8th Circuit, he successfully defended the right of an organization to have a pro-life specialty license plate in Missouri in Roach v. Stouffer. In Wigg v. Sioux Falls School District, he successful represented an elementary school teacher in obtaining equal access to school facilities after contract time after she was denied that right based on the viewpoint of her speech. In addition, Oster has defended various churches based on the Religious Land Use and Institutionalized Persons Act, against discriminatory zoning codes and regulations. Oster also has defended various individuals, corporations, and political committees against discriminatory and unconstitutional campaign finance regulations.
